FREQUENTLY ASKED QUESTIONS
Would you like to sell a firearm? We can help. We will need you to bring in the firearm for assessment. If we purchase the firearm, we are able to issue you a check on the spot. If you opt to put the firearm on consignment, we will market the firearm for sale but we are required hold them for 30 days before they can be released. Once the firearm is purchased and picked up, we will contact you to pick up a check.
Internet Transfer Fee
$125 first firearm / $100 for additional firearms processed on the same paperwork (PLEASE NOTE: As of August 16, 2024, you are now able to purchase more than one firearm at a time. The 1 in 30 rule is no longer in effect. This is subject to change.)
***Please Note***
Fee does not include DROS or sales tax if applicable. The transfer fee is nonrefundable if your DROS comes back “Denied” or “Undetermined”. You are responsible for shipping charges should your firearm need to be returned to the seller for any reason. Please see “Firearm Shipping” and “How the Background Check Works” sections of our FAQ for further details.
Internet Transfer Process
1. Place order with the online retailer of your choice
2. Contact us to let us know where we should send a copy of our FFL if the online retailer does not already have it on file.
3. We will contact you when the firearm arrives to start your paperwork.

It is your responsibility to confirm the firearm you are purchasing is California Compliant. Firearms transferred in that are not compliant will have to be sent back at your cost.
You will need to come in within 30 days upon your firearms arrival to start the paperwork or storage fees of $5 per day will apply. Any firearms not claimed within a 6-month period will be forfeited.
DROS cannot be submitted until the firearm arrives and you will have to come back no earlier than 10 days (10 - 24 hour periods) to pick up your firearm.
Ammo Transfer Fee
10% of purchase price (1 line item)

Ammo Transfer Process
1. Place order with the online retailer of your choice
2. We will contact you when the ammo arrives to come in to complete your background check. Please bring a copy of your invoice. We will need it to complete the transaction.
3. Orders not picked up within 60 days will be forfeit.

It is your responsibility to confirm the ammo you are purchasing is California Compliant. Ammo transferred in that is not compliant will have to be sent back at your cost. The purchaser of the ammo will have to pick it up themselves. We will not release ammo to anyone other than the purchaser listed on the invoice.
A Firearm Safety Certificate is required to purchase a firearm by the California Department of Justice. We are available to administer the test any day we are open. Please give yourself at least 1 hour to complete the test. It is 30 questions based on basic firearm safety and knowledge. The test is $25 pass or fail. You will need to pay $15 to the California Department of Justice directly via credit or debit card upon passing the test. We will collect $10 ourselves. If you fail the test, you can come back after 24 hours and retake the test once more free of charge. If you pass the test, we will issue your certificate on the spot and you can begin purchasing firearms right away.

Please Note: Some individuals may be exempt from this requirement including but not limited to military, law enforcement, and CCW holders. Please contact us for further clarification if necessary.

Shipping Process
To Ship a firearm, we will need the following information.
1. Valid ID for the person shipping the firearm.
2. Contact information for the FFL the firearm will be shipped to.
3. Contact information for the person who will be picking up the firearm from the FFL.

When purchasing a firearm, we will need you to complete the Federal 4473 and we will submit a Dealer Record of Sale (DROS) to the California Department of Justice (CA DOJ). The CA DOJ requires a 10 day “cooling off” period for all firearm purchases. When submitting a DROS to purchase a firearm, there are three possible results, “Approved”, “Denied”, or “Delay”. Please familiarize yourself with the possible outcomes and ramifications with each.
- “Approved”: Once the 10-day (10-24 hour periods) wait has passed, the CA DOJ will mark your DROS “Approved” at which time we are able to deliver your firearm. No news is good news so if you do not hear from us, please come down on the date noted on your receipt. We will not contact you unless something has gone wrong. You must pick up your firearm no later than 30 days (30 - 24hr periods) from the day you started your DROS paperwork. If you do not pick up your firearm within 30 days, you will need to RE-DROS your firearm which requires another DROS fee, 10-day waiting period and storage fees of $5/day will apply.
- “Denied”: This means the CA DOJ has indicated we are unable to release your firearm to you. Once your file is denied that particular transaction is canceled by the CA DOJ and the firearm goes back out for sale. If you believe the denial to be an error, you will need to clear it up with the CA DOJ before attempting to make another purchase. All denials are subject to a 25% restocking fee. If you have any questions regarding your eligibility to purchase a firearm, please contact the DOJ for a self-check regarding your eligibility BEFORE trying to purchase a firearm.
- “Delay”: When conducting your background check the CA DOJ may require more time to complete the process. This could be due to something as simple as having the same or similar name to someone who is prohibited from purchasing firearms. The CA DOJ has 30 days to render a decision on your “Delay”. There are three possible outcomes of a delay, “Approved”, “Denied”, and “Undetermined”. Approved and denied files are processed the same as above. If your file comes back “Undetermined”, we will release the firearm to you if you are able to provide an approved DROS that has been delivered in the last 12 months or have an approved CCW withing the last 12 months. Otherwise, the purchase price of the gun will be refunded to you but the DROS fee is not refundable. Party Transfers or FFL Transfers are not eligible for refunds.

DOCUMENTATION REQUIRED
Ammunition purchases require Valid California Driver License or Identification Card (See additional details below that may apply to your transaction).
VALID CALIFORNIA DRIVER LICENSE OR IDENTIFICATION CARD
For your California Driver License or Identification Card to be considered valid, it must be current (not expired) and in good standing. If your Driver License is on hold or suspended, your transaction will be denied by the California Department of Justice. Please note: California Driver License or Identification Cards that have “Federal Limits Apply” in the upper right hand corner will require a birth certificate or passport to complete the transaction.
PROCESS
There are 3 options for submitting an eligibility check through the California Department of Justice.
- Standard Eligibility Ammunition Check: The fee for a Standard Eligibility Check is $1 and results should be immediate. You MUST have a profile established with the California Department of Justice or the transaction will receive a "deny/reject". You are responsible for providing the accurate information to submit the check. Any errors will result in a "deny/reject" and you will still incur the $1 fee.
- Basic Ammunition Eligibility Check: The fee for a Basic Eligibility Check is $19 and the response time may vary. It will most likely take several days. This is to be used if you do not already have a profile established with the California Department of Justice. You will have 30 days upon approval to purchase ammo or the successful background check will expire.
- Certificate of Eligibility Verification: The fee for a Certificate of Eligibility Verification is $1 and response time should be immediate. This should only be used if you have a current and active Certificate of Eligibility with the California Department of Justice.
All "deny/rejects" are still subject to the appropriate eligibility check fee.
Documentation Required

Valid California Driver License or Identification Card
For your California Driver License or Identification Card to be considered valid, it must be current (not expired) and in good standing. If your Driver License is on hold or suspended, your transaction will be denied by the California Department of Justice. If your Driver License or Identification does not have the current address on it, you will also be required to provided address correction (see details below) Please note: California Driver License or Identification Cards that have “Federal Limits Apply” in the upper right hand corner will require a birth certificate or passport to complete the transaction.
Proof of Residency
Acceptable form:
1. Utility Bills from within the past 3 months that bears the purchaser's name and address.
2. Residential Lease Agreement that bears the purchaser's name and address
3. Property Deed of Trust that bears the purchaser's name and address
4. Current government issued license, permit, or registration (not including California Driver License or Identification)
Please note: Proof of Residency is required for all handgun purchase by the California Department of Justice. We can only accept what has been approved by the California Department of Justice and we are not allowed to take any liberties on these approved items.
Firearm Safety Certificate
All handgun transactions require a Firearm Safety Certificate (FSC) issued by the California Department of Justice.
Address Correction
If the address on your California Driver License or Identification Card does not have the current address, you will be required to provide a government issued document to rectify the incorrect address listed. The government-issued document must list your name as it appears on the ID you have provided as well as your current address. The documents must have been issued within the last 12 months.
DROS Fees (Dealer Record of Sale)
$37.19 per transaction. Multiple firearm purchases can be processed at one time but MUST be done at the same time. Once the transaction is finalized, we are required to start a new transaction should the purchaser decide to purchase another firearm which would result in an additional DROS fee.
10 Day Wait
All firearm purchases are subject to a 10 day (10 - 24 hour periods) cooling off period. The period starts when the DROS is submitted to the California Department of Justice.
DOJ Approved Lock
A California Department of Justice lock must accompany every handgun purchase. Most new handguns will come with a DOJ compliant lock but if it does not, you are required to purchase a lock with the firearm. This applies to ALL handgun transactions new or used.
California Approved Handgun Roster
All handguns purchased from a Federal Firearms Licensed Dealer in California must be on the California approved Handgun Roster. A list of approved firearms is available on the California Department of Justice website listed below.
(Exemptions: Private Party Transfers or consignment sales which can be processed similar to a Private Party Transfer as well as some Olympic Pistols, and Single Action Revolver meeting specific criteria are exempt from the Roster of Approved Handguns.)

DOJ Approved Lock / Safe Affidavit
A California Department of Justice lock must accompany every long gun purchase. Most new long guns will come with a compliant lock but if it does not, you are required to purchase a lock with the firearm. A Safe Affidavit may be used in lieu of purchasing a compliant lock on long gun transactions ONLY.
Walk in Private Party Transfers are welcome weekdays between 12pm and 5pm.
1. Both parties will need to be in the store before 5pm.
2. The firearm(s) must be left inside a box or container during the waiting period. Please make sure the box is appropriate for the size of the firearm.
3. All documentation will be required at the time of DROS.
Private Party Transfers outside of these parameters or consisting of 4 or more firearms will require an appointment and requests must be sent in writing.
We require a signed and dated range rules form and liability waiver before you can shoot. This is done at the store through an electronic waiver on each visit
• Ear & eye protection is required by everyone at the range, even if you are not shooting.
• Range officers will remove anyone believed to be under the influence of drugs or alcohol. – ANY SUSPICION/DECISION MADE BY STAFF IS FINAL.
• Firearms can ONLY be transported in cases.
• If you are sharing any firearms: all firearms will be placed in a lane, while the shooters switch lanes. NO handing firearms behind and around the lane barrier wall.
• Always point your firearm in a safe position. (Muzzle of the firearm will be pointed down range and parallel with floor at all times).
• All firearms should be uncased & cased in the shooting lane only, barrel pointed down range at all times.
• Always keep your finger off the trigger until ready to shoot (your firearm is aimed at your target before your engage your trigger).
• No holstered firearms are allowed in or on the range at any time without prior permission (PC 832 exempt).
• No rapid fire or double taps – Wait one second between your shots fired.
• No open toed shoes or sandals.
• No low-cut shirts
• If you need assistance for any reason, please leave everything on your bench and get an RSO to assist you.
• Follow all written, video, or verbal safety rules issued by members of the facility’s staff.
• Shooter-caused damage to range or equipment will result in a repair fine and/or removal from the range.
• Pregnant women are not allowed in the range due to possible exposure to lead.
• Restrictions:
• a. For shotgun, slugs only, no buckshot or birdshot and the shotgun MUST have sights.
• b. Rifles allowed up to .30-06 – If you have any questions as to whether your rifle/caliber qualifies, please ask an Elite Armory staff member.
